UL vs ETL listed: what the marks actually mean

Neither mark is better than the other. What matters is whether the unit in front of you carries one at all, and whether you can verify it.

UL and ETL are both Nationally Recognized Testing Laboratories under the OSHA NRTL program, and for a portable electric room heater both test to the same standard — UL 1278. Neither mark is superior. A unit with either is listed; a unit with neither is not.

The common misunderstanding

Buyers frequently treat “UL listed” as the real certification and “ETL listed” as a lesser substitute, and it is easy to see why: UL is the older and more familiar name, and it appears in more places.

The distinction does not survive contact with how the system works. UL is a standards-writing body and a testing laboratory. ETL is the testing mark of Intertek, a different laboratory. Both are recognized by OSHA under the Nationally Recognized Testing Laboratory program, and both test to the same published standards — including the ones UL itself wrote. An ETL-listed heater has been tested to UL 1278, by Intertek, and it means the same thing.

Both marks indicate testing to the same published safety standard by an OSHA-recognized laboratory.

The standards, by number

  • UL 1278 — Movable and Wall- or Ceiling-Hung Electric Room Heaters. This is the standard for portable and wall-mounted space heaters, and the one that applies to almost everything on this site.
  • UL 2021 — Fixed and Location-Dedicated Electric Room Heaters. This covers permanently installed units such as hardwired garage and unit heaters.

Knowing the numbers is useful for one specific reason: a genuine listing can be stated as a standard. If a seller cannot tell you which standard the unit was listed to, that is informative.

What a listing does and does not tell you

What it tells you: a sample of that model was tested against a published safety standard covering construction, temperature limits, electrical spacing, abnormal-operation behavior and the marking of the unit — and that the manufacturer's factory is subject to periodic follow-up inspection to check that production still matches the tested sample.

What it does not tell you: that the heater is well made, that it will last, that its thermostat is accurate, or that it is appropriate for your room. A listing is a floor, not a ranking. It is the difference between a product that has been checked and one that has not.

How to verify a listing yourself

  1. 1.Find the rating plate on the actual unit — usually on the back or underside. It should carry the mark, the manufacturer, a model number, and the voltage and wattage.
  2. 2.Note the file or control number printed near the mark. Genuine listings carry one.
  3. 3.Search the laboratory's own online directory for that manufacturer and file number. Both UL and Intertek publish searchable directories of listed products; a real listing is in one of them.
  4. 4.Check that the model number matches what you bought, not just the brand. Listings are per-model, and a brand having listed products does not make every product it sells listed.

On this site, every product's certification field either quotes what the manufacturer publishes or states plainly that no mark is published in the listing text and that you should check the rating plate. We do not assert a certification we could not find, and the number of products where we had to write the second sentence is itself worth noticing.

Who it is for

A living room, bedroom or den at or under 300 sq ft with average insulation and an 8-foot ceiling, where you want to set a temperature and stop thinking about it.

What it is not for

Questions people actually ask

Is ETL as good as UL?

Yes. Both are OSHA-recognized Nationally Recognized Testing Laboratories, and for portable electric room heaters both test to the same standard, UL 1278. Neither mark indicates a higher level of safety than the other.

What does UL listed mean on a space heater?

That a sample of that model was tested to UL 1278 — the standard for movable and wall- or ceiling-hung electric room heaters — and that the manufacturer's production is subject to follow-up factory inspection.

How do I know if a space heater is really UL listed?

Check the rating plate on the unit itself for the mark and a file number, then search the laboratory's online directory for that manufacturer and model. A logo in a marketplace product image is not evidence.

Are unlisted space heaters illegal?

Listing is not universally mandated by federal law for consumer sale, though many retailers and local jurisdictions require it. The practical position is simpler: an unlisted heater has not been tested against a safety standard, and there is no reason to accept one.
